美国加州州长施瓦辛格欲关闭48个州有自然公园遭抗议

  为大幅削减本州财政预算,加利福尼亚州州长阿诺德.施瓦辛格拟议关闭278个加州所有公园中的48个。此议案一经提出,便遭到了广大议员的强烈反对。同时与之形成鲜明讽刺的,这位州长大人在2007年还曾签署通过《儿童的户外权益法案》并宣称"鼓励家长、学校及其他相关组织引领加州的孩子们多参加户外活动,多亲近大自然"。

  美国户外联合会在研究中发现加州人最喜好户外运动。在这份名为《未来户外运动参加者》的报告中指出,2006年有15.5%的加州居民参加了户外活动,而同期美国全国这一比例仅为10.7%。在这470万的驴友当中,其中260万人的活动是在加州国家自然公园进行的。事实上,在加州所有公园内参加户外活动的人数要远高于在联邦政府或当地政府所有的公园。

  此外,这些公园也是加州经济的一个重要组成部分,如果关闭48个公园,政府税收势必受到消极影响。

  原文:Governor Schwarzenegger Seeks to Close 48 California State Parks

  California Governor Arnold Schwarzenegger has proposed closing 48 of the 278 state parks as part of his plan to drastically cut the California state budget.

  His plan is already meeting stiff resistance from some California state legislators and is contrary to a 2007 proclamation signed by Schwarzenegger called the "Children's Outdoor Bill of Rights." During the proclamation signing the governor said, "I encourage parents, eduCATors, and other concerned citizens to do all they can to help our state's children experience and enjoy the wonders of Mother Nature."

  Outdoor Foundation research finds California residents to be among the most active. The survey for The Next Generation of Outdoor Participants found that 15.5% of Californians hiked in 2006, compared to the national average of 10.7%. Of the 4.7 million California hikers, 2.6 million hiked in a state park in 2006. In fact, Californians hiked in state parks more than parks owned by federal and local governments.

  California state parks are also a vital part of the state's economy and it could be argued that their closure could negatively impact tax revenue.

  California has the largest active outdoor recreation Eeonomy in the United States, contributing $46 billion annually to the state's economy, supporting 408,000 jobs and generating $3.1 billion in annual state tax revenue. Over one-half of the economic contribution comes from day trips. The Next Generation survey shows that many of these day trips were spent at state parks.

  The California State Parks Foundation released a statement denouncing the closures and cut-backs. And state lawmakers admit that they may have to support an increase in park visitation fees to keep the parks open.
